Endeavour Energy Excavation VOC
Pipeline Training Australia is an Endeavour Energy Accredited RTO approved to conduct the practical Verification of Competence (VOC) required for the Endeavour Energy “Carry Out Excavation Work Near the Network” authorisation. The VOC is conducted in accordance with Endeavour Energy’s Electrical Safety Rules and electricity supply industry (ESI) requirements.
The assessment verifies an experienced operator's practical competence to carry out powered excavation work near Endeavour Energy underground electrical assets in accordance with Endeavour Energy's Electrical Safety Rules and electricity supply industry requirements.
Important: Successful completion of this VOC does not itself grant an Endeavour Energy authorisation. The VOC forms part of the competency requirements for the authorisation. Applicants must satisfy all other Endeavour Energy training and competency requirements and have their authorisation formally issued before carrying out authorised excavation work near the network.
Before booking: Participants must hold RIICCM202E – Identify, locate and protect underground services (or equivalent) and meet Pipeline Training's evidence and assessment requirements.
Pipeline Training VOC Requirement
To undertake a standalone VOC, participants must provide evidence of a relevant licence or nationally recognised Statement of Attainment for the plant or equipment being assessed.
For an excavator VOC, this would normally be RIIMPO320F – Conduct civil construction excavator operations, or an equivalent relevant competency.
If you cannot provide evidence of previous formal training and assessment for the plant being assessed, Pipeline Training can provide the appropriate nationally recognised training and assessment before undertaking the VOC. Additional time and fees will apply.
If students cannot provide their relevant licence or Statement of Attainment Pipeline Training cannot undertake a VOC Assessment, however we can offer Full training and assessment.
VOC Process
The VOC Assessment process encompasses a short written (or oral) assessment of the critical knowledge components of the activity AND direct observation of practical applications of the activities.
Any person deemed not yet competent will be offered the opportunity to undertake refresher training, and undertake another VOC assessment (which may attract an additional cost).
What does this VOC cover?
The assessment verifies the operator's practical competence to carry out powered excavation work near Endeavour Energy underground electrical assets in accordance with Endeavour Energy's Electrical Safety Rules and ESI requirements.
It is specifically associated with the Endeavour Energy Carry Out Excavation Work Near the Network authorisation.
Prerequisites
Endeavour Energy authorisation requirements relevant to this VOC
- White Card or equivalent
- RIICCM202E – Identify, locate and protect underground services, or equivalent
- Practical excavation VOC conducted by an Endeavour Energy accredited RTO
- Applicable Endeavour Energy annual refresher requirements
What you need to provide to Pipeline Training
- Photo identification / enrolment identification
- USI, where required for any nationally recognised training being completed
- Evidence of RIICCM202E or equivalent
- Evidence of relevant plant/operator competency where applicable to the equipment being assessed
Please note: The requirement to hold a relevant plant Statement of Attainment before completing a standalone VOC is a Pipeline Training assessment policy. It is separate from Endeavour Energy’s published authorisation requirements.
Pipeline Training VOC Assessment Policy
Pipeline Training generally requires participants completing a Verification of Competence (VOC) for plant or equipment to provide evidence of a relevant nationally recognised Statement of Attainment for the plant or equipment being assessed.
A VOC is a point-in-time verification of an operator’s current competency. It is not nationally recognised training and is not a substitute for completing the relevant unit of competency.
For this reason, Pipeline Training does not rely on a previous VOC alone as evidence that an operator has been formally trained and assessed against the full requirements of the relevant unit of competency.
For excavation plant, participants seeking a standalone Endeavour Energy excavation VOC must therefore provide evidence of a relevant Statement of Attainment, such as RIIMPO320F – Conduct civil construction excavator operations, or another applicable plant unit for the equipment being assessed.
Where a participant does not already hold the relevant Statement of Attainment, Pipeline Training can provide the required nationally recognised training and assessment before completing the VOC. Additional training time and fees will apply.
Why do I need a Statement of Attainment before completing a VOC?
A VOC is designed to verify an experienced operator’s current competency. It is generally a shorter assessment and does not replace the full training and assessment process required for a nationally recognised unit of competency.
Pipeline Training therefore requires evidence that the participant has previously been formally trained and assessed in the relevant plant or equipment. A previous VOC by itself is not accepted as evidence of this, as VOC assessment standards and methods can vary between providers.

Initial Training and ongoing Annual Refresher Assessment:

- HLTAID009 - Provide cardiopulmonary resuscitation
- UETDRMP018 - Perform rescue from a live low voltage panel
- UETDRMP010 - Provide first aid in an ESI environment
The excavation VOC itself is not listed by Endeavour Energy as an annual refresher requirement. Ongoing competency must be maintained and confirmed by the worker's manager in accordance with Endeavour Energy's Authorisations Manual.
Ongoing Maintenance of Competency:
Managers are required to confirm applicants have been sufficiently exposed to a variety of work/tasks on the network to maintain knowledge and/or skills in order to adequately identify, assess and control electrical safety hazards.
This may be undertaken through a variety of means such as but not limited to: having a comprehensive oversight over work schedules/programs, regular workplace and onsite interactions, documenting safety toolbox talks, collating workplace forms and other documented evidence, independent 3rd party references from a previous employer/supervisor, etc.
Certification
Upon satisfactory completion of assessment participants will be issued a Verification of Competency which is a non-accredited Statement of Attendance.
